The Associative Base Entities (EBA) are companies of healthcare professionals integrated into the Public Health System to provide Primary Care Services to the reference population. Each of the twelve centers that make up this network has the goal of managing the Primary Care of the population within its Basic Health Area (ABS).
The EBAs were established in Catalonia with the objective that teams of doctors and nurses, with extensive experience in Primary Care, would provide reformed Primary Care services to a specific number of inhabitants in the region. These companies were created through a contract with CatSalut and operate under its supervision. The health administration sets monitoring and control criteria to assess the quality of the work we perform. Our management capacity is measured through care, coordination, and efficiency indicators.
This model, chosen by the Catalan Health Service to provide public healthcare to our population, promotes professional involvement, motivation, and development. Self-management gives us significant organizational flexibility, allowing us to make agile decisions since we, as professionals, perform the care tasks and make the daily decisions on how best to meet the health needs of the population.
Our management scope is broad and encompasses all areas of the company: from human resource management to negotiations with suppliers, including diagnostic tests (analysis, radiology, ultrasound, etc.) and pharmaceutical prescriptions. We are also responsible for the maintenance of the CAP, computerization, and the implementation of new technologies.
The EBA model, incorporated into the Catalan Health Organization Law, has proven to improve the quality of care provided to citizens, as it promotes direct responsibility and stronger connections between professionals and patients.
